원도심은 지역주민의 생활공간과 관광객의 방문공간이 중첩되는 장소로서 관광개발의 영향이 주민의 일상에 직접적으로 작용하는 특성을 지닌다. 이에 본 연구는 강릉시 명주동을 중심으로 원도심 생활인구가 관광객에 대해 형성하는 정서적 연대와 정책신뢰가 관광개발 지지도에 어떠한 영향을 미치는지를 분석하고자 하였다. 본 연구는 사회교환이론과 정서적 연대 이론을 바탕으로, 정서적 연대를 환영본성, 공감적 이해, 정서적 친밀감으로 구분하고, 각 구성요소가 지각된 혜택과 지각된 비용에 미치는 영향을 살펴보았다. 또한 지각된 혜택과 지각된 비용이 정책신뢰를 거쳐 관광개발 지지도에 미치는 구조적 관계를 분석하였다. 분석 결과, 정서적 연대의 구성요소 중 공감적 이해는 지각된 혜택에 정（+）의 영향을 미치고, 지각된 비용에는 부（-）의 영향을 미치는 것으로 나타났다. 정서적 친밀감은 지각된 혜택에 유의한 정（+）의 영향을 미쳤으나, 지각된 비용에는 유의한 영향을 미치지 않았다. 반면, 환영본성은 지각된 혜택과 지각된 비용 모두에 유의한 영향을 미치지 않는 것으로 나타났다. 또한 지각된 혜택은 정책신뢰에 정（+）의 영향을 미치고, 지각된 비용은 정책신뢰에 부（-）의 영향을 미치는 것으로 확인되었으며, 정책신뢰는 관광개발 지지도에 정（+）의 영향을 미치는 것으로 나타났다. 본 연구는 원도심 생활인구를 대상으로 관광객과의 정서적 연대, 정책신뢰 및 관광개발 지지도 간의 관계를 실증적으로 규명하였다는 점에서 의의가 있다. 특히 원도심 관광개발의 지속가능성을 확보하기 위해서는 주민과 관광객 간의 공감적이해를 증진하고, 주민이 체감하는 관광비용을 최소화하며, 정책 추진 과정에서 주민의 신뢰를 확보하는 것이 중요함을 시사한다.

Old Downtown is characterized as a place where the living spaces of local residents and the visiting spaces of tourists overlap, meaning that the impacts of tourism development directly affect residents’ daily lives. Accordingly, this study aimed to analyze how emotional solidarity with tourists and policy trust influence support for tourism development among the Old Downtown’s Living Population, focusing on Myeongju-dong, Gangneung. Based on social exchange theory and emotional solidarity theory, this study classified emotional solidarity into three dimensions: welcoming nature, sympathetic understanding, and emotional closeness. It examined the effects of each dimension on perceived benefits and perceived costs. In addition, this study analyzed the structural relationships in which perceived benefits and perceived costs influence support for tourism development through policy trust. The results showed that, among the dimensions of emotional solidarity, sympathetic understanding had a positive effect on perceived benefits and a negative effect on perceived costs. Emotional closeness had a significant positive effect on perceived benefits, but did not have a significant effect on perceived costs. In contrast, welcoming nature had no significant effect on either perceived benefits or perceived costs. Furthermore, perceived benefits had a positive effect on policy trust, while perceived costs had a negative effect on policy trust. Policy trust, in turn, had a positive effect on support for tourism development. This study is significant in that it empirically identified the relationships among emotional solidarity with tourists, policy trust, and support for tourism development among the Old Downtown’s Living Population. In particular, the findings suggest that, in order to secure the sustainability of tourism development in Old Downtown, it is important to enhance sympathetic understanding between residents and tourists, minimize the tourism costs perceived by residents, and build residents’ trust in the policy implementation process.
