This study comparatively analyzed the relationship between policy implementation capacity and policy sustainability through policy acceptability, targeting small business owners and general citizens in Gangneung City. As a research method, the theoretical background related to the local currency policy was examined through a literature review, and survey items for each variable were derived and collected based on previous studies. For the analysis method, descriptive statistical analysis, correlation analysis, confirmatory factor analysis (CFA), and structural equation modeling (SEM) were conducted. As a result of the analysis, when comparing the differences in perception between small business owners and general citizens, it was confirmed that the two groups have different perceptions regarding policy implementation capacity, policy acceptability, and policy sustainability. Looking at the analysis results, in the case of the small business owners group, practical-oriented factors of policy implementation capacity such as human resources, policy delivery ability, policy participation, and policy cooperation had a significant impact on policy acceptability and sustainability. On the other hand, in the case of the general citizens group, policy willingness, financial management, and policy consistency had a significant effect on policy acceptability. For general citizens, policy willingness and financial management did not have an indirect effect on policy sustainability, but in the case of policy consistency, a mediating effect on policy sustainability through policy acceptability was confirmed. The implications of this study are as follows. Differences were identified between the small business owner group and the general citizen group in their perceptions of policy acceptance and policy sustainability, indicating that a tailored policy design is required depending on the target group. Specifically, in the case of small business owners, who directly experience the effects of the local currency policy, they perceive the competence of public officials, policy delivery, participation, and cooperation as more important than general citizens. Therefore, it is necessary to establish an information-delivery system for small business owners and to create a foundation for their participation in the policy. More specifically, the local government head’s fundamental policy direction and commitment should be clarified, and the budget structure of the local currency policy should be reorganized to find measures to resolve frequent changes in incentive levels. 본 연구는 강릉시의 소상공인과 일반시민을 대상으로 지역화폐정책에 대한 정책집행역량과 정책지속성간의 정책수용성의 관계를 비교 분석하였다. 연구방법으로는 문헌연구를 통한 지역화폐정책 관련 이론적 배경을 고찰하고, 기존의 선행연구를 통하여 각 변수의 설문문항을 도출, 수집하였다. 분석방법으로는 기술통계 분석, 상관관계 분석, 확인적 요인분석(CFA), 공분산 구조분석(SEM)을 수행하였다. 분석 결과, 먼저 소상공인과 일반시민의 인식의 차이를 비교한 결과, 두 집단이 정책집행역량과 정책수용성 및 지속성에 서로 다른 인식을 하고 있는 것으로 확인되었다. 분석결과를 살펴보면, 소상공인 집단의 정책집행역량인, 인적자원, 정책전달력, 정책참여, 정책협력등 실천 중심 요인들은 정책수용성과 지속성에 유의미한 영향을 미친 반면, 일반시민 집단의 경우 정책의지, 재정관리, 정책일관성이 정책수용성에 유의한 영향을 미쳤다. 일반시민의 경우 정책의지나 재정관리는 정책지속성에 간접효과가 없었으나, 정책일관성의 경우 정책수용성을 매개로 정책지속성의 매개효과가 확인되었다. 본 연구의 시사점은 다음과 같다. 소상공인 집단과 일반시민 집단 간 정책수용성과 지속성에 대한 인식의 차이가 확인됨에 따라 정책대상집단에 따라 맞춤형 설계가 필요하다. 구체적으로 소상공인집단의 경우 지역화폐정책의 효과를 직접 체험하는 집단으로써, 일반시민과 다르게 정책의 공무원의 역량과 정책전달력과 참여 및 협력을 중요하게 인식하고 있으므로 소상공인을 위한 정보전달의 체계 구축과 정책참여를 위한 기반을 마련해야 할 것이다. 구체적으로 지방정부 단체장의 정책근본방향과 의지를 명확히 하여야 하며, 지역화폐정책의 예산구조를 재편성하여, 지역화폐정책의 잦은 인센티브 변동을 해결할 방안을 모색해야 할 것이다.
