Introduction: client-centered dental hygiene care requires a systematic approach to diagnosis, intervention, and evaluation, based on the client’s assessment information and dental hygiene expertise. It is essential to objectively and systematically confirm client's oral health problems and evaluate their response to the dental hygiene care process. In this context, dental hygiene outcomes play a crucial role in assessing the client’s response to care. This study aims to develop dental hygiene outcome labels and indicators to evaluate oral health status, behavior, and perceptions. Methods: Before developing the dental hygiene outcomes and indicators, we defined key terms and established principles for creating outcome labels. Relevant literature was selected for content analysis, and descriptive statements reflecting client's oral health status, behavior, and perceptions were collected through an iterative review. Using an inductive qualitative content analysis—consisting of preparation, organization, and reporting—we formulated dental hygiene outcome labels and indicators, which were subsequently refined through expert review. Result: A total of 53 dental hygiene outcome labels and 354 dental hygiene outcome indicators were developed. Conclusion: This study developed Dental Hygiene Outcome labels and indicators through qualitative content analysis and internal expert review. They can be used to evaluate the client’s oral health status, behaviors, and perceptions in response to dental hygiene care, enabling comprehensive quality assessment of the care process.
