Summery This study aimed to derive systematic and concrete strategies for the development of youth school soccer in Henan Province, China, by synthesizing expert opinions using the Delphi technique and Analytic Hierarchy Process(AHP). To explore strategies for the development of youth soccer in Henan Province, the study identified key factors such as the soccer development environment, soccer culture cultivation, player training, soccer system establishment, and league operations through Delphi and AHP analyses, and prioritized sub-factors within each area. Data were collected through surveys and feedback from officials in education and sports departments, soccer association practitioners, physical education teachers in middle and high schools, and soccer coaches. Using the Delphi technique, three rounds of expert surveys were conducted to revise and refine the factors, and AHP analysis was employed to measure the importance of each factor. The main conclusions for promoting youth soccer in Henan Province are as follows: First, the major areas for the development of youth school soccer in Henan Province were identified as five domains with 30 sub-factors: the soccer development environment, soccer culture cultivation, player training, soccer system establishment, and league operations. Second, the soccer development environment was identified as the most critical factor, with "efficiency in policy and execution" being evaluated as the top priority. This suggests the need for clear and sustainable soccer policies based on close cooperation between the central and local governments, and the enhancement of coordination roles between educational authorities and schools to effectively implement these policies at the grassroots level. Third, in terms of soccer culture cultivation, "establishing school soccer values" was evaluated as the top priority. This underscores the importance of integrating soccer into education to create an environment where youth can naturally participate and develop positive values. Fourth, in the area of player training, "basic skills training for soccer" emerged as the top priority. To strengthen foundational training and introduce tailored soccer training programs, the study recommends implementing exchange programs between local schools and establishing a systematic growth platform in collaboration with soccer clubs. Fifth, in the soccer system establishment domain, "collaboration and coordination between soccer associations and educational authorities" was identified as the top priority. This involves the efficient operation of school soccer management organizations, the introduction of data-driven management systems, and the creation of an integrated platform to promote collaboration between teachers and coaches, enabling systematic league operations, training management, and talent identification. Lastly, in terms of league operations, "promotion and influence" was highlighted as the top priority. Expanding the promotion and regional influence of the Henan youth soccer league plays a crucial role in sustaining youth participation and accumulating game experience. Regularly hosting regional leagues and tournaments tailored to Henan's characteristics would provide opportunities for learning, enjoyment, and growth. By proposing tailored development strategies and sustainable investment plans that reflect the regional characteristics of Henan Province, this study aims to foster soccer talent systematically through youth school soccer and contribute to establishing Henan as a model region for soccer development in China.
