한국-베트남의 무역협력 관계를 증진하기 위해 2015년 5월 5일 한국과 베트남은 자유무역협정 (FTA)을 체결하였으며, 이는 2015년 12월 20일부터 공식적으로 시행되었다. 한-아세안 FTA (2007년)에서 관세 철폐 대상이 아니었던 민감.초민감 품목을 대상으로 한-베 FTA에서 추가적으로 자유화를 추진하여 관세 철폐를 달성하였다. 한-베 자유무역협정 (VKFTA) 발효 이후 베트남의 한국에 대한 농림수산물 수출액은 급격히 증가하여 2016년부터 2023년까지 평균 연간 20억 달러 이상을 기록하였다. 그러나 일반적인 추세와 함께 한국으로 수출되는 농림수산물, 특히 수산물, 과일, 커피 등 베트남의 주력 수출품에 대해 식품 안전 및 동식물 검역 조치와 같은 품질 요구조건이 점점 더 엄격해지고 있다. 본 연구는 한-베 FTA 체결이 베트남의 농수산물 수출에 미치는 영향을 분석하였으며, 베트남 농수산물 수출 현황 및 문제점도 제시하였다. 실증분석에서는 베트남의 농수산물 수출액, 베트남과 한국의 GDP, 실질 환율, FTA 더미 변수 간의 장기 균형 관계를 살펴보았다. FTA 체결이 베트남의 대한 농수산물 수출에 미치는 영향을 정확하게 분석하기 위해 농수산물과 전자부품 및 기계류 수출 간의 분석모형을 비교하였다. 2000년부터 2022년까지 22년 동안의 베트남의 시계열 자료를 가지고 VECM 모형과 ARDL-ECM을 통해 베트남의 농수산물 수출이 FTA 더미 변수와 어떤 관계가 있는지 분석하였다. 연구 결과에 따르면 기계류의 경우, 한-베 FTA 체결 여부는 통계적으로 유의미하지 않았다. 반면, 양국의 GDP 성장과 환율은 수출에 긍정적인 영향을 미치는 것으로 나타났다. 농수산물 수출의 경우, 단기적으로는 베트남 GDP가 베트남의 농산물 수출의 변화에 영향을 미치는 것으로 나타났다. 그러나 환율(RER) 및 한국 GDP는 베트남에서 한국으로의 농산물 수출에 큰 영향을 미치지 않았다. 장기적으로 실질 환율(RER)의 계수는 유의미하지 않았지만, 한-베 FTA가 중요한 요소로 베트남의 한국에 대한 농업 수출 증가에 긍정적이고 중요한 영향을 미치는 것으로 나타났다

To formally enhance the trade cooperation relationship between Korea and Vietnam, the Korea-Vietnam Free Trade Agreement (FTA) was signed on May 5, 2015, and it has been officially launched from December 20, 2015. After the effect of the Korea-Vietnam Free Trade Agreement (VKFTA), the export amount of Vietnamese agricultural, forestry and fisheries products to Korea increased sharply, recording an average of over 2 billion dollars annually from 2016 to 2023. However, along with the general trend, agricultural and forestry products exported to Korea must meet increasingly stringent quality requirements for food safety and animal and plant quarantine measures, especially for major Vietnamese exports such as fisheries, fresh fruits, and coffee. The empirical analysis examined the long-term equilibrium relationship between five variables, including Vietnam's export amount of agricultural and fishery products, Vietnam and Korea's GDP and real exchange rate, and the FTA dummy. In order to accurately examine the impact of the FTA signing on Vietnam's exports of agricultural and fishery products to Korea, the analysis model between the exports of agricultural and fishery products, electronic parts, and machinery was compared. With time series data from Vietnam for 22 years from 2000 to 2022, we examined the relationship between Vietnam's exports of agricultural and fishery products with the FTA dummy variable through the VECM model and ARDL-ECM. According to the results of the study, in the case of machinery, whether or not to conclude a Korea-Vietnam FTA was not statistically significant. On the other hand, it was analyzed that the GDP growth and exchange rates of the two countries had a positive effect on exports. Meanwhile, in the case of agricultural and fishery products exports, Vietnam's GDP has an effect on changes in Vietnam's agricultural exports in the short term. However, the exchange rate (RER) and Korea's GDP do not significantly affect agricultural exports from Vietnam to Korea. In the long run, the coefficient of the real exchange rate (RER) does not mean it at a significant level, while the .VETTA is an important factor and shows that it has a positive and important effect on Vietnam's increase in agricultural exports to Korea
