최근 Iot, 클라우드 컴퓨팅, 빅데이터, 인공지능 등 데이터에 대한 품질이 강조되면서 데이터 품질 분야에서 민간 인증은 시행되고 있지만 국가표준으로 KS 인증의 필요성이 강조되어 데이터 품질 인증에 대해 KS 규격을 제안하는 것이 본 논문의 목적이다. 데이터 품질 KS 인증을 통해서 품질경영의 확보, 데이터 품질관리의 표준화, 데이터 운영관리의 표준화, 소비자 보호 등의 표준화를 통해 저품질 데이터의 문제점을 개선하고 데이터 오류 등으로 인한 고객의 피해를 최소화하여 경영성과 개선을 위해 필요성이 제기 되었다. 데이터 표준화 현황은 ISO 8000 시리즈를 통해 개념, 일반 데이터, 마스터데이터, 제품 데이터로 구분이 되고 ISO 8000-1부터 ISO 8000-311 까지 20 여종의 표준이 있으며, ISO 8000의 데이터 품질관리 표준의 범위는 데이터 품질관리, 마스터 데이터 교환, 데이터 품질 측정 원칙, 특정 유형의 공학 정보 품질 항목을 통해서 조직 전반에 걸친 프로세스 내에서 의사결정을 계획 하고 실행하며 데이터 품질 요구사항에 부응하는 데이터를 통해 데이터 품질 계획, 보증 및 개선에 중점을 두고 있다. 데이터 품질관리 프레임 워크에서 단계별 흐름은 데이터 품질을 모니터링 하고, 데이터 품질을 개선하고, 품질이 향상된 데이터를 활용하는 것으로 기능측면과 역할측면, 프로세스 간의 연계성, 데이터 품질 기준의 설정, 데이터 품질 측정, 데이터 권한 및 흐름 관리, 데이터 오류 원인 분석, 데이터 오류 수정, 데이터 아키텍처 관리, 데이터 설계, 데이 터 처리하고 관리하는 품질관리 프레임워크 이다. ISO 8000에서 마스터 데이터, 거래 데이터, 제품 데이터로 구분하고 있으며 표준데이터, 업무데이터로 구분하고 있고, 전자카탈로그 데이터 품질관리 프로세스에서는 데이터 관리정책, 데이터 표준, 데이터 활용에 대해서 프로세스 범위를 정하고 있으며, 표준데이터, 업무데이터의 품질관리 기준항목이 설정되 어 있다. KS 인증분야에서 한국산업표준의 분류체계는 기본부문(A)에서부터 정보부문(X)까지 21개 부문에 걸쳐 1970년 145개 인증품목에서 2021년 671개의 품목으로 증가하고 있다. 한국산업표준의 제·개정절차, KS 인증현황, KS S 1004 시설관리서비스 KS 인증에서는 서비스 계약, 시설운영 서비스 수행, 서비스 평가, 교육훈련 등에 대한 사례를 들고 있다. KS Q 8002 서비스 인증 심사기준에서 사업장 심사 사항, 서비스 심사 사항이 있으며 각 심사 사항에 대하여 일반품질과 핵심품질에 대하여 심사를 진행하고 핵심품질에 부적합 발행 시 시정조치 후 인증이 발행되고 있다. KS Q 8001 공장심사에서는 품질경영, 자재관리, 공정·제조설비의 관리, 제품관리, 시험·검사설비의 관리, 보비자 보호 및 환경·자원 관리의 항목에서 33개의 평가항목 중 7개의 핵심 품질이 있다. KS Q 8002 서비스 분야의 사업장 심사에서는 서비스 품질경영 관리, 서비스 운영체계, 서비스 운영, 서비스 인력관리, 시설, 장비, 안전 및 환경관리의 심사항목에서 19개 평가항목 중 4개의 핵심품질이 있고, 서비스 심사항목에는 고객이 제공 받은 사전 서비스, 고객이 제공 받은 서비스, 고객이 제공 받은 사후 서비스에서 9개의 평가항목 중 3개의 핵심 품질이 있으며 O,X 평가항목도 총 91의 항목이 있어 서비스 심사에 대한 세부 평가 기준을 마련하고 있다. 데이터 품질 인증에서는 품질경영, 데이터 획득관리, 데이터 가공관리, 데이터셋 품질관리, 데이터셋 품질시험·검사 관리, 소비자보호 및 환경· 자원 관리의 심사사항에서 33개의 평가항목 중 핵심 품질 7개 항목이 있으며, 핵심 품질의 부적합일 경우 시정조치를 시행하면 인증을 취득할 수 있다. 데이터 품질 인증을 통해서 데이터의 품질관리에도 품질경영을 실현하여 고객만족을 통한 경영목표의 달성이 이루어져, 많은 기관 또는 기업들이 데이터 KS 인증을 통하여 품질 혁신이 이루어지길 바란다.

The scope is to plan and execute decisions within an organization-wide process through data quality control, master data exchange, data quality measurement principles, specific types of engineering information quality items, and data quality through data according to data quality requirements. The step-by-step flow of the data quality management framework is to monitoring data quality, improve data quality, and utilize improved quality data for functional and role aspects, inter-process coordination, and data quality standards. A quality management framework for configuration, data quality measurement, data authority and flow management, data error cause analysis, data error correction, data architecture management, data design, data processing and management. It is divided into master data, transaction data, and product data according to ISO 8000, and is divided into standard data and business data. In the electronic catalog data quality management process, the process scope is defined for data management policy, data standard, and data utilization. Standard data and business data quality control standard items are set. In the field of KS certification, the classification system of Korean Industrial Standards has increased from 145 items certified in 1970 to 671 items in 2021 in 21 departments from basic department (A) to information department (X). KS Q 8002 In the business establishment audit in the service field, the audit items of service quality management, service operation system, service operation, service personnel control, facilities, equipment, safety and environmental control are the core of 4 out of 19 evaluation items.
