ABSTRACT A Study on the Activation Plan of the Rural Tourism: A Case of Suzhou, Jiangsu Province China zhu, yisong Department of Tourism The Graduate School of Gangneung-Wonju National University With the acceleration of industrialization and urbanization and the continuous progress of agricultural production, the political status of rural areas is changing. Due to political supports for a complementary urban-rural relationship, the pattern of villages in metropolitan areas are forming a leapfrog development from the primary industry to the tertiary industry. In particular, with the development of rural economy, the increase of rural surplus labor force, the dynamics of youngsters moving to cities, and the increment of prominent aging problem, tourism industry as an important approach to transforming the rural economic structure have attracted much attention. In addition, Suzhou has diversified and distinctive tourism resources. In order to attract tourists, it has devoted itself to the development of rural tourism. More specifically, the existing researches mainly focus on rural tourism based on increasing income and activating rural programs. However, there is little research in terms of sustainable development of rural tourism in China. Therefore, the study is focusing on the rural tourism destinations of Suzhou city, Jiangsu Province, China, as the object, and puts forward a reasonable plan to activate rural tourism. The study was conducted in Suzhou, Jiangsu Province, for the rural tourism development program. The data collection approaches from China's Questionnaire Star Network platform, which lasted for 20 days from March 25, 2020, to April 15, 2020. An online questionnaire survey was conducted among the tourists who had experienced the rural tourism in Suzhou. The analysis results are as follows: The characteristics of Suzhou rural tourists are concluded as: 1. Suzhou rural tourists like popularity and family travel. 2. The main age group is mainly young people in their 20s and 30s, and the occupational composition is mainly enterprise management staff, cultural and educational staff, students, workers, service sales, trade operators, and civil servants. 3. It is mainly the middle-income group with a higher educational background. Based on the results, the conclusive strategy of activating rural tourism is as follows: Firstly, to bring the role of government, business, and community into full play. In the first place, the government provides Suzhou rural tourism development overall planning and project planning implementation formulation and guidance. Enterprises should vigorously carry out the protection and development of rural tourism resources, commodity design, marketing, and other promotional activities, the development of rural tourism products brand. The role of the community is to hold the rural tourism festival for Suzhou rural tourism, expand the degree of community participation, strengthen the rural community's cultural identity, preserve and inherit the traditional culture. Secondly, to transform the development model in order to achieve sustainable rural development in the future, rural development should keep based on the primary industry of agriculture, and intervene in the tourism industry in agriculture-based areas by expanding regional economic activity and setting up creative rural areas, so as to stimulate the cause of income and the cause of regional specialty sales in the slack season. Thirdly, to improve related rural tourism policies, systems, and support. As the existing rural tourism policies focus on urban-rural communication and physical infrastructure construction, there seem to be many limitations. In order to invigorate rural tourism and make the communicating platform for the government and the region, the rural tourism-related policies, systems, and support policies need to be formulated by the government. Fourthly, to train leaders leading the industrialization of rural tourism by strengthening regional leadership and training rural tourism operators. The success of rural tourism activity can be said to depend on the strength of the leaders and the participation of residents in the region. In addition, the rural tourism operators should realize that the purpose of rural tourism is to generate economic income, develop new markets and commodities under their responsibility, and train operators capable of self-organizing related personnel. Fifthly, to develop distinctive new products and various types of characteristic items and other differentiated rural tourism commodities. The development of new products should focus on the development of demand-centered rural tourism new products, service development, development, and sales of high value-added tourism commodities to improve the regional commodity value. In addition, the development of various types of characteristic projects, the formation of each individual, residents operating the main body of rural tourism projects. Especially for rural tourism, it is necessary to develop tourist commodities and projects that are closely related to natural resources and cultural resources. Lastly, to expand tourism infrastructure and raise service awareness. Set up supporting facilities such as toilet and accommodation; Key elements are the establishment of cleaning management regulations and various programs to raise the service awareness of residents and operators in the area.
