중국 해양경제 발전전략에 관한 연구 : 산동성을 중심으로

본 연구는 중국 산동성 해양경제구 지정을 통해서 해양경제를 고찰한 연구이다. 먼저 해양경제의 정의, 해양경제의 중요성 및 세계주요 해양국가 및 중국의 해양정책 등을 살펴보았다. 이를 위해 이 논문은 국내외 해양 경제 및 해양 산업 발전 연구 관련 문헌을 참고하였다. 선진국이 해양경제 발전 모델을 자체적으로 운영하듯이 중국 동부 연해 지역 또한 해양경제 발전을 위한 자체적 모델을 수립하기 위한 노력을 하고 있다. 산동성 해양경제 발전에 있어 산동성이 처하고 있는 현실과 문제점, 위협요소 등을 분석하였으며, 국내외적인 비교를 통해 그 전략을 수립해보았다. 즉, 중국내 저장성, 광동성과 비교한 우위, 위협 요소를 알아보았고, 해양 경제 목표, 향후 경제 발전 계획 등을 구체적으로 분석 및 비교하여 세계 해양 경제 속에 산동성 해양 경제가 선구적인 위치로 자리매김하기 위한 방안을 마련해 보았다. 결과적으로 산동 해양 경제 발전의 향후 목표 및 전략 수립을 통한 산동해양경제 발전방향을 정해보았다. 중국내 동부 연안의 발달 지역을 비교해 본다면, 절강성은 해양 개발, 생산, 거래, 교육, 서비스를 하나로 묶어 하나의 해양첨단 기술 산업기지를 구축하였으며, 광동성은 에너지 개발, 해양 어업 및 수산업에 있어 집약적인 발전을 이루어냈고 관광 산업을 발전시켰다. 마지막으로 산동반동는 남색해양경제구 설립을 통해 해양 과학 기술을 발전시키고 해양교육의 중심지가 되었따. 또한 해양 생태계 보호, 인간과 해양의 조화로운 발전을 추구하였다. 특히 이 논문은 SWOT분석을 통해 산동성, 절강성, 광동성 해양경제의 강점, 약점, 기회, 외부 위협 요소 등을 분석해 미래에 산동반도 남색해양경제구 발전에 대한 전략을 수립해 보았다. 이 논문에서 결론짓는 해양경제 발전 전략을 다음과 같다. 해양 경제의 중요성이 부각되고 있는 전 세계적인 추세에 발맞춰 중국정부는 거시적인 관점에서 해양 경제 발전을 지원할 수 있는 제도 및 체제 구축을 하여야한다. 즉 해양 생태환경 보호 및 각종 해양산업 발전 전략 및 방법, 지속가능한 발전방안에 대한 매뉴얼을 구축해야한다. 또한 산동반도 남색경제구는 해양 산업 구조의 효율적인 변화를 이룩하여야 하고, 지리적 위치 및 이점을 앞세운 전략 수립, 첨단 기술 향상을 통한 산업 인프라의 최적화 등을 이루어 내야 한다. 이와 같은 환경들이 뒷받침 되어야 산동성 해양경제는 급속한 발전을 이룰 수 있다.

This study explores the marine economy through designation of Shandong (China) Peninsula Marine Economic Zone. First, the study investigated a meaning and importance of the marine economy, as well as a world's major marine countries and marine policy of China. To achieve this, the domestic and international marine economy and industry research literatures were referred. As developed countries operate a marine economic development model autonomously, east coastal region of China makes an effort to establish its own model for marine economic development. In regard to Shandong marine economic development, a various realities, challenges and risk factors that Shandong faces were analyzed, then established its strategy through domestic and international comparisons. In other words, advantage and risk factors were investigated by comparing Zhejiang, Guangdong Provinces of China, and made a future plan for economic developments. As a result, the study sets the direction of Shandong marine economic development through objectives and strategies establishments for the future. As for the comparison with developed east coastal region of China, Zhejiang province combined marine development, production, trade, education and services as one, and constructed marine advanced technology industrial base; Guangdong Province made intensive progress in energy development, marine fisheries, fishing industry, and developed tourism industry. Lastly, Shandong Province developed marine science technology by establishing Shandong Peninsula Blue Economic Zone, and became capital of marine education. Furthermore, Shandong Province protected marine ecosystem, and pursued a harmonious development between human and marine. In particular, this study established a strategy for development of Shandong Peninsula Blue Economic Zone by analyzing strengths, weaknesses, opportunities, and external threats of Shandong, Zhejiang, and Guangdong provinces’ marine economies through SWOT analysis. This study concludes the marine economic development strategy as follows. To keep up with all the global trends that is emerging the importance of the marine economy, Chinese government must construct a system which supports marine economic development macroscopically. In other words, the Chinese government must establish the manual concerning a protection of the marine ecological environment, various strategies and methods for marine industry development, and sustainable development strategies. In addition, Shandong Peninsula Blue Economic Zone must achieve an effective change on marine industrial structure, establishment of strategy based on geographic location and the benefits, and optimization of industrial infrastructure through advanced technology improvements. Such an environment should be supported to achieve rapid development of Shandong marine economy.
