전문가시스템을 이용한 식품중소기업 지원 평가모형 개발에 관한 연구 : 기업지원기관을 중심으로

초록/요약

복잡한 경영환경과 경쟁속에서 적합한 기업지원전략의 수립과 실행은 매우 중요하기 때문에 기업지원기관의 지원이 필요하다. 중소기업이 전체산업의 근간이 되고 있고, 품질과 기술이 뛰어나도 효과적인 기업지원이 되지 않아 시장에서 제품이 실제 가치보다 낮게 평가되는 부분도 있다. 특히 강원도의 경우 식품 제조기업의 조사결과 영세기업이 58%를 차지하고 있어 식품기업을 위한 지원이 필요하다. 따라서 불확실성이 높은 시장변화 속에서 최적화를 도모하는 접근방법과 지원정책이 필요하며, 중소기업의 지원사업을 추진하는데 있어 시간과 비용면에서 효과적으로 운영될 수 있는 기업지원 시스템이 필요하다. 본 연구는 기업지원 담당자가 오랫동안 쌓아 온 전문적인 노하우를 활용한 지원 시스템을 구축하여 언제, 어디서나, 쉽게 사용하여 의사결정을 할 수 있는 중소기업 지원평가를 위한 전문가시스템을 제시하는데 그 목적이 있다. 기업지원을 위한 지원시스템 개발을 위해 기존의 문헌연구에서 사용한 지표들을 이용하여 요인분석에 의하여 평가지표들을 추출하여 기업지원시스템에 사용하였다. 그리고 기업지원 담당자가 정보를 입력하여 처리하고, DB와 연동해 평가의 결과를 쉽게 이해할 수 있도록 전문가시스템(Expert system)을 이용하였다. 또한, 기업지원 담당자들을 대상으로 설문조사를 통해 신뢰성 분석과 가설을 검증하였다. 가설 설정은 기업지원 평가를 위한 전문가시스템 프로그램을 사용한 경우와 사용하지 않은 경우에 있어서 평가의 용이성, 정확성, 효과성의 차이가 있는 지에 대해 검증하였다. 연구 결과 본 연구의 기업지원 평가모형 프로그램이 기업을 지원하는데 있어 프로그램을 사용하는 것이 평가에 있어서 용이성이나 정확성, 효과성에 도움을 준다는 것을 알 수 있었다. 또한, 타당성 검토를 위해 기 지원을 받은 기업에 대해 전문가시스템으로 평가하여 그 결과를 비교 분석하였다. 이를 위해 기업지원기관에서 지원한 기업 55개사를 대상으로 테스트 한 결과 예측률이 89.1%로 나타나 예측이 높다고 할 수 있다. 결국, 본 연구에서 전문가시스템을 이용한 기업지원 평가모형은 식품기업을 지원하는데 있어 적정함을 알 수 있었다. 그러나 식품 산업에 있어서도 보다 깊이 있는 연구가 더 필요하며, 사용빈도를 높여 많은 평가 데이터의 축적이 필요하다. 향후에는 이같은 한계점을 해결하기 위해 개별 산업에 있어 깊이있는 평가모형이 만들어져야 할 필요가 있다.

Under the complicated business environment and fierce competition, planning and executing appropriate business supporting strategy is very important, so if business supporting institutes provide proper aid, then companies can achieve their unique goals. Business support is crucial in that small and medium-sized enterprises form the backbone of the whole industry and in spite of outstanding quality and technology, lack of effective support could make a product less evaluated than its real value in the market. Especially for Kangwon Province, according to the survey for food manufacturers, due to small business accounting for 58%, business support for food industry is necessary. For now, as a person in charge of business support, it is a reality that when supporting food companies, the evaluation commissioner assesses only yes or no based on the letter of application from applicants of food manufacturers, and difficulty in appointing commissioners along with cost involved has increased. As such, business support apparatus, which is effectively operative in terms of cost and time, is required. This study aims at utilizing evaluation result with ease regardless of time and place constraint in order to support business in an effective manner using experties the person in charge of business support has accumulated over years. The author used the indexes of advanced researches to develop business supporting system. Indicators from preceding literature researches were used to draw up dominant factors and applied to the model. And the Expert system was used to help the person in charge of business support input and process the data, and better understand the result of evaluation associated with DB. Furthermore, the author conducted confidence analysis and verified hypothesis through the persons in charge of business support, and evaluate the previously awarded companies using Expert system, then executed comparison analysis of the results in a bid to review the feasibility. As an effective way of supporting small and medium-sized enterprises, this paper, through the survey of the persons in charge of business support, intended to apply an evaluation model developed by Expert system for a beneficiary company to business in an easy and timely manner. In order to do this, targeting the persons in charge of business support, the author verified the hypothesis about if there is any difference in terms of ease of evaluation, accuracy and effectiveness as follows. As a result, we found out that there is no difference between with business supporting program and without business supporting program, which led to conclusion that it has ease of evaluation, accuracy and effectiveness for carrying out business support. Therefore, one step further from previous evaluation system, it has a merit to make possible estimating in advance as well as consulting the business a company needs. Besides, based on the result of 55 firms tested for which business supporting institutes provided aid, it is safe to say that prediction rate was as high as 89.1%. We figured out that business supporting evaluation model using Expert system is suitable for supporting business by the person in charge of business support. However, in order to assist a food company, the author thinks that it is be of help to enhance the company competitiveness, if additional research would be done to find out more specific evaluation indexes out of detailed indexes in special area. In this regard, it is necessary to narrow down the scope of study and develop a deep evaluation model for an industry in order to solve such a limit in the coming years. Further, hope for using program frequently, leading to more accumulation of the evaluation data and development of optimal system.
